Tell your council as soon as your move date is confirmed

Most councils handle this through an online change-of-address or “moving home” form rather than a phone call, so it’s worth finding that form on your own council’s website in good time rather than leaving it until the week of the move. Telling them early, rather than after you’ve already moved, means your account is set up correctly from the outset and there’s less chance of a bill or refund going to the wrong address.

Moving between two different council areas
If your move takes you across a council boundary, for example out of one borough and into a neighbouring one, you’re effectively closing one council tax account and opening another. As a general rule, your liability at the old address ends on the day you move out, and liability at the new address begins on the day you move in, so the two shouldn’t run at the same time. How your new property gets its council tax band
Every home is assessed and placed into a council tax band by the Valuation Office Agency (or the local assessor, if you’re moving in Scotland), based on the property itself rather than on who happens to live in it. If you’re moving into a property that’s already lived in, it will already carry a band, and that’s what your bill is worked out from. If you’re moving into a new-build, or somewhere that’s been altered significantly since it was last assessed, there can be a short delay while it’s given a band, though the charge is typically backdated to your move-in date rather than left unbilled. If the band looks wrong for the property once you’re in, you query it with the Valuation Office Agency rather than the council, since assessing the band and billing you for it are two separate jobs done by two separate bodies.
The single-person discount
If you’re moving into a property on your own, or you’ll be the only adult living there from that point, you may be entitled to a discount on your council tax bill. It isn’t applied automatically. You need to tell your new council once you’ve moved in, usually through the same change-of-address form or a short separate discount application, and it generally won’t be backdated further than the date you actually notified them. It’s worth doing this in the same sitting as your change-of-address notification rather than leaving it as an afterthought, since it’s easy to forget once the boxes are unpacked and life gets back to normal.
If your move-out and move-in dates don’t line up
House moves don’t always run to one tidy day. Completion can slip, a tenancy might start before you’re able to move belongings in, or you might be holding keys for a stretch before the move itself happens. When your move-out and move-in dates don’t match up neatly, the honest answer is that how the gap or overlap gets handled differs between councils, so the safest approach is to contact both directly rather than assume. Cancelling your old council tax account
Cancelling isn’t really a separate step. It happens as a direct result of telling your outgoing council that you’re moving. Once you’ve given them your move-out date and forwarding address through their change-of-address form, they close the account from that date and issue a final bill or a refund if you’d overpaid. There’s no need to ring up separately and ask them to cancel anything. The same form usually asks whether you’re moving within the council’s area or leaving it altogether, which is what tells them whether to close the account completely or simply carry it forward under a new address.
